The main culprit is the ruler of the city who’s people must steal to survive.
The First Vice President of the Islamic Republic of Afghanistan and the Afghan security agencies sees only the concept of dealing with crimes in arresting of the poor, the oppressed and weak people of Afghanistan.
The big thieves of Kabul Bank and Afghan resources have been rewarded with corruption today. All are ministers, deputies and ambassadors.
The Government of Afghanistan in cooperation with USA including the First Vice-president Mr. Amrollah Saleh released thieves of billion-dollar of mines, and the killers of hundred thousand innocent Afghan people, the Taliban from prisons.
Why are the big thieves and murderers of the Afghan people released from prisons with dignity and the small thieves and the poor people imprisoned ??

Aressting of actually innocent people, who are trying to survive from hunger? This wouldn’t even happen, if the government make sure that there is no hunger and billions of $ Dollor frauds. So the government should not blame the small rised crimes and small victimed criminals for their organized billion-dollar corruptions and inabilities.
If you want to ensure justice and address the problem of petty petty crime, arrest the big billion dollar thieves in the Presidential Palace and spend, and better to say invest the stolen money and capital on the lives of the poor people of Afghanistan to reduce the crime.
In Europe, especially in Italy, a law is passed which found no one guilty if they do not have the money to provide food and became involved in food theft.
